Antonio Blanc Altemir is Ph.D in Law, with an extraordinary award, from the University of Barcelona, and Professor of Public International and European Law at the University of Lleida (Spain). He has participated in various teaching and research activities, in several Spanish, European and Latin Americans Universities, especially in Chile where he has coordinated several doctoral programs since 1995. Her main research topics have been focused on the international protection of human rights; in the reform process of United Nations and in the relations of this organization with the EU; in the external relations of the EU, especially with the Mediterranean countries, with the post-Soviet space and Latin America, and more recently in the European energy security. He has participated in 21 research projects, 7 European, being a principal investigator in 11. He is author or director of 23 books and of the several dozens of articles published in specialized journals and chapters of collective books that account for more than a hundred publications. Up to the present time, he has obtained five research periods. He is also the holder of the Jean Monnet chair of the European Commission: Law and the External Relations of the European Union since 2008 as well as the promoter and director of the Jean Monnet Center of Excellence European Commission-UdL, since 2012. Since October 2018, he is the Director of the European Documentation Center (European Commission-University of Lleida).
